One figure Taiwan's national government has yet given our society a good reasoning, that is 65% of Taiwan's land areas belong to the national government.

On the macro level, one would expect the national government tasked herself a special agency to be in charge of public lands. The reality is more than 5000 agencies, rather than one. Before this issue can be resolved, no one can expect this level of government to be involved in any form of land use planning and intervention.

On the micro level, there are more than 22 local government units in Taiwan, with each of them directly responsible for every inch of land uses and misuses. Unless the national government is charged with a houseload of professional staff with wide range of local knowledge, no one can expect a centralized agency can handle every land use decisions and rezoning. Sadly, this is the reality.

To be fair, lets dump the present and move on to a more rational future in the coming National Land Use planning process, can we?
