I have long suspected that Taiwan's urban planning system as well as its operatus are actually kidnapped by a specific group that resists necessary changes and insists on its blurred state. It is becoming more clear to me that such suspicions are right on target.

It is therefore critical to disect such a regime, including its players and associates, so that a new system can be put in place. When the regulators become the regulated, who win?
