OECD， Resilient cities are cities that have the ability to absorb, recover and prepare for future shocks (economic, environmental, social & institutional). Resilient cities promote sustainable development, well-being and inclusive growth.

四大面向: 經濟、社會、環境及治理。

另一個定義: 都市系統及其居民在各種衝擊和壓力下保持正常運作，且積極適應並能轉向永續發展。一座韌性城市就是對自然和人為的、突發和慢性的、預期和未預期到的災害進行評估、計劃並採取行動，以對災害未雨綢繆和積極應對的都市。

A resilient city is able to maintain a continuity of services and functions throughout any shock or stress, while protecting and enhancing people’s lives.

說來說去，全部是目標用語，也就是社會希望達成的境界，問題是，誰不想呢?

蔣中正也說過:  生活的目的，在增進人類全體之生活；生命的意義，在創造宇宙繼起之生命。席近年朗朗上口的是: 人民至上、生命至上。

SO WHAT?

泰戈爾卻說: 生命是永恆不斷地創造，既然如此，對與錯、好與壞似乎皆在，只是個體生命沒有永生，我們只能假裝群體生命可以永生。
