The City Beautiful Movement was a reform philosophy of North American architecture and urban planning that flourished during the 1890s and 1900s with the intent of introducing beautification and monumental grandeur in cities.
The movement, which was originally associated mainly with Chicago, Cleveland, Detroit, and Washington, D.C., promoted beauty not only for its own sake, but also to create moral and civic virtue among urban populations.
Advocates of the philosophy believed that such beautification could thus promote a harmonious social order that would increase the quality of life, while critics would complain that the movement was overly concerned with aesthetics at the expense of social reform; Jane Jacobs referred to the movement as an "architectural design cult.”
今天參加了台中市政府新成立的市容美化推動委員會第三次會議,議程排了報告案與討論案,也排了專案報告。
根據上次開會的經驗,市容美化的重點有二: 公有閒置土地綠美化、私有空地綠美化。怎麼做? 組成跨部門政府委員會,大家開會討論作法。
重點是誰訂的? 其實沒有討論。為什麼公有與私有空地綠美化等同市容美化? What is beautification?
區公所與環保局等單位找了很多空地加以列管,討論的結果是,因為私人地主沒有意願,所以解除列管,也就是說,原來這些空地被列管的原因是髒亂,因為地主不想跟政府打交道,所以只好解除列管。
這樣的邏輯,令人不解。一堆政府公務員,開了一堆會議、印了一堆公文後,髒亂依然,列管不在。
